Usage: cyber <droid>
       cyber <mech implant>

One who is skilled in cybernetics can upgrade the power and speed within
mechanical devices.  Usually, this is performed on droids or on one's own
mechanical implants.  After some time, the cybernetic modifications made to
a droid might have to be redone but the modifications made on implants will
only be removed once the implant itself is removed.  There is also a limit to
how much the stats on an implant can increase by.
