"AMELIORATE"

This skill may not be kept after REMORT.

Usage: upgrade <equipment> <upgrade-unit>

One who has mastered the intricacies of forging and augmenting equipment
also has a greater proficiency in upgrading them.  This ability will give
up to a 25% increase in the current success rate of successfully upgrading
an item with that particular upgrade.

Since slicers are very particular about who uses their tech, one who possess
the ameliorate ability when upgrading an item will only allow others of
their class to utilize it as well.  That is, the item will become ONLY_SLICER.
This change to the item is permanent.
